Where a substance meets the definition of a narcotic drug or psychotropic substance, Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Chapter VII-A of the NDPS Rules, 1985 apply concurrently. The most frequent error on this residual tariff line is assuming that because the 8-digit description reads 'Other', the CIB&RC and NDPS regimes do not engage. Both regimes are substance-specific, not HSN-specific: if the imported molecule appears in the Schedule to the Insecticides Act, 1968 or in the NDPS schedules, the full licensing chain applies regardless of the residual tariff classification. An importer who files a bill of entry without first confirming the substance's scheduled status risks consignment detention, seizure, and — in the NDPS context — criminal liability under the Narcotic Drugs and Psychotropic Substances Act, 1985.
