Acetone
Acetone, acyclic ketone without other oxygen function
HSN 2914 11 00 (Acetone) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 170:2004 (reaffirmed 2015) is mandatory under the ISI Mark Scheme with effect from 13 March 2024, by virtue of the Acetone (Quality Control) Order, 2020. Narcotic Drugs and Psychotropic Substances controls, Central Insecticides Board and Registration Committee permit requirements, and mandatory additional qualifiers in import declarations under Central Board of Indirect Taxes and Customs Circular 23/2023-CUS apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 170:2004 (reaffirmed 2015). Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Acetone (Quality Control) Order, 2020 · S.O. 1896(E) dated 16-06-2020 · S.O. 3299(E) dated 21-07-2023
- 2Ensure every consignment unit bears the ISI standard mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product or its primary container, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Acetone (Quality Control) Order, 2020
- 3Determine whether the consignment falls under the Narcotic Drugs and Psychotropic Substances controls. If imported for medical or scientific purposes under Chapter VII-A of the NDPS Rules, 1985, obtain an import certificate under Rule 53 before shipment; other imports are governed by Appendix-I to the ITC (HS) Schedule.ITC (HS) policy condition 2 to Chapter 29 · Chapter VII-A and Rule 53 of the NDPS Rules, 1985
- 4If the acetone consignment figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the secretariat of the Central Insecticides Board and Registration Committee. Import is restricted to places specified under Rule 45 of the Insecticides Rules, 1971.Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971
- 5Include mandatory additional qualifiers in the import declaration for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-CUS, effective 15 October 2023. If the imported quantity of a specified hazardous substance exceeds the threshold, obtain an insurance policy under the Public Liability Insurance Act, 1991.CBIC Circular 23/2023-CUS dated 30-09-2023 · S.O. 227(E) dated 24-03-1992
The single most common error on this tariff line is treating the NDPS controls and the insecticides permit as the primary compliance obligation while overlooking the BIS QCO. IS 170:2004 CM/L licensing has been mandatory since 13 March 2024; acetone arriving without a valid ISI mark from a CM/L-licensed manufacturer is liable to detention and confiscation at port regardless of NDPS or CIB&RC permit status. Confirm the supplier's CM/L scope explicitly covers the purity grade and packaging specification being imported — a CM/L for industrial-grade acetone does not extend to pharmaceutical-grade consignments.
