Acetone, acyclic ketone without other oxygen function

HSN 2914 11 00 (Acetone) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 170:2004 (reaffirmed 2015) is mandatory under the ISI Mark Scheme with effect from 13 March 2024, by virtue of the Acetone (Quality Control) Order, 2020. Narcotic Drugs and Psychotropic Substances controls, Central Insecticides Board and Registration Committee permit requirements, and mandatory additional qualifiers in import declarations under Central Board of Indirect Taxes and Customs Circular 23/2023-CUS apply as separate customs-clearance overlays.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 170:2004 (reaffirmed 2015). Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.

   Ensure every consignment unit bears the ISI standard mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product or its primary container, not on outer packaging alone.

   Determine whether the consignment falls under the Narcotic Drugs and Psychotropic Substances controls. If imported for medical or scientific purposes under Chapter VII-A of the NDPS Rules, 1985, obtain an import certificate under Rule 53 before shipment; other imports are governed by Appendix-I to the ITC (HS) Schedule.

   If the acetone consignment figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the secretariat of the Central Insecticides Board and Registration Committee. Import is restricted to places specified under Rule 45 of the Insecticides Rules, 1971.

   Include mandatory additional qualifiers in the import declaration for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-CUS, effective 15 October 2023. If the imported quantity of a specified hazardous substance exceeds the threshold, obtain an insurance policy under the Public Liability Insurance Act, 1991.
