Thiacetazone, aldehyde-derived pharmaceutical intermediate
HSN 2912 49 30 (Thiacetazone) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 apply concurrently, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs all residual import eligibility.

The most common error on this tariff line is treating the CIB&RC pesticide-schedule check as a formality rather than a gate. Thiacetazone has pharmaceutical and agrochemical uses, and the port-restriction under Rule 45 of the Insecticides Rules, 1971 applies independently of whether the importer's primary purpose is pharmaceutical — if the substance figures in the Insecticides Act Schedule, the CIB&RC permit and the notified-port requirement bind regardless of end-use. Filing at a non-notified port while holding a CIB&RC permit does not cure the port-restriction violation and will result in consignment detention.
