HSN 2912 19 90 (Other acyclic aldehydes) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act; import of scheduled insecticides is restricted to notified ports under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) controls apply where a substance falls under Chapter VII-A of the NDPS Rules, 1985, and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs all remaining NDPS-classified imports.

The most common error on this tariff line is importing acrolein or another scheduled pesticide without first checking its Schedule status under the Insecticides Act, 1968 — a substance can appear innocuous as an organic chemical intermediate yet trigger CIB&RC registration and port-restriction requirements under Rule 45 of the Insecticides Rules, 1971. Shipment to a non-notified port, even with a valid CIB&RC permit, constitutes a separate contravention and exposes the consignment to seizure and the importer to prosecution under the Insecticides Act, 1968.
