HSN 2910 90 90 (other epoxides, epoxyalcohols, epoxyphenols and epoxyethers with a three-membered ring and their derivatives) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under G.S.R. 102(E) dated 11-02-2020 where the substance is a notified medical device, and to Central Insecticides Board and Registration Committee (CIB&RC) registration or import permit under the Insecticides Act, 1968 where the chemical is intended for insecticidal use. Ministry of Health and Family Welfare (MOHFW) conditions, Narcotic Drugs and Psychotropic Substances (NDPS) policy conditions 2 and 3, ozone-depleting-substance controls under Chapter 29 policy conditions 1, 4 and 5, and mandatory CBIC Chapter 29 qualifiers under CBIC Circular 23/2023-Cus apply as additional clearance requirements.

The most common error on this tariff line is treating the DGFT free-import status under DGFT Notification 44/2025-26 dated 15-10-2025 as a complete clearance and overlooking the parallel end-use-triggered regimes. A consignment that is free under DGFT policy may still require a CDSCO registration (if a listed medical device), a CIB&RC permit (if for insecticidal use), or NDPS policy compliance (if a psychotropic substance) — and failure to upload the relevant PGA clearance in e-Sanchit before out-of-charge will result in consignment detention irrespective of the free-import tariff status. Insecticides may not be imported from a source not specified on the CIB&RC certificate of registration or permit.
