Other acyclic ether and ether-alcohol derivatives, organic chemicals
HSN 2909 49 90 (other acyclic ethers and their derivatives) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance falls within the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import certificate requirements under Rule 53 of the NDPS Rules, 1985 apply where the substance is a scheduled narcotic or psychotropic, and Directorate General of Foreign Trade (DGFT) policy condition 2 of Chapter 29 governs the ITC (HS) import framework. Mandatory Chapter 29 qualifiers in the import declaration are required under CBIC Circular 23/2023-Cus with effect from 15 October 2023.

The most common error on this residual tariff line is assuming that the absence of a named substance in the CIB&RC registration list means the consignment clears without a permit — but the obligation is triggered by the substance appearing anywhere in the Schedule to the Insecticides Act, 1968, which the importer must verify independently before filing the bill of entry. A consignment arriving at a non-notified port under Rule 45 of the Insecticides Rules, 1971 is liable to detention regardless of whether the CIB&RC registration is otherwise in order.
