Aromatic ethers and their nitrated or halogenated derivatives
HSN 2909 30 19 (Other aromatic ethers) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 apply to any scheduled substance in this tariff line, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs non-medical NDPS imports.

The residual nature of this tariff line — 'Other' aromatic ethers — means importers frequently misdeclare substance identity and miss the Schedule-check under the Insecticides Act, 1968. Failure to register with CIB&RC before import, or routing through an unlisted port under Rule 45, exposes the consignment to seizure and the importer to prosecution under the Insecticides Act independently of any NDPS or DGFT enforcement.
