   Ensure each consignment unit bears the ISI standard mark and the supplier's CM/L number under licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product or its primary container, not the outer packaging alone.

   Determine at the pre-import stage whether the consignment qualifies as a Narcotic Drugs and Psychotropic Substances-controlled substance. If so, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 (Chapter VII-A) before shipment; imports outside the medical and scientific purpose category are governed by Appendix-I to the ITC HS Schedule.

   If the product figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the Secretariat of the Central Insecticides Board and Registration Committee before shipment. Import is restricted to specified ports under Rule 45 of the Insecticides Rules, 1971.

   File mandatory additional qualifiers in the import declaration as required by CBIC Circular 23/2023-CUS for goods under Chapter 29, effective 15 October 2023. Where the consignment quantity of specified hazardous substances exceeds the prescribed threshold, obtain a public liability insurance policy under the Public Liability Insurance Act, 1991.
