HSN 2909 11 00 (Diethyl ether) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 336:1973 is mandatory under the ISI Mark Scheme with effect from 25 December 2021, pursuant to the Ether (Quality Control) Amendment Order, 2021. Narcotic Drugs and Psychotropic Substances import certification and Central Insecticides Board and Registration Committee registration apply as separate customs-clearance overlays where the substance is used for notified purposes.

The single most common error on this tariff line is treating the BIS ISI-mark requirement as one of several parallel regulatory layers of roughly equal weight and then directing compliance effort primarily toward the NDPS or CIB&RC clearances. Customs will detain a consignment at port if the goods lack an ISI mark or the supplier lacks a current CM/L licence against IS 336:1973 — regardless of whether the NDPS certificate or insecticide registration is in order. Establish BIS CM/L verification as the first gate in the procurement sequence, before any other PGA clearance is pursued.
