The most common error on this tariff line is assuming the CIB&RC import permit is the sole clearance required and overlooking the concurrent NDPS Rules, 1985 overlay: if DNOC or any of its salts is scheduled under the NDPS framework, an import certificate under Rule 53 of the NDPS Rules, 1985 is required separately, and imports outside the medical and scientific purposes category are governed by Appendix-I to the ITC (HS) Schedule. A consignment cleared for insecticide purposes but carrying a quantity triggering the NDPS scheduled threshold will be detained, and no rectification at the port-of-import stage substitutes for the advance import certificate.
