Bisphenol A, diphenylolpropane and its salts
HSN 2907 23 00 (4,4-isopropylidenediphenol, also known as Bisphenol A) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance or a formulation thereof appears in the Schedule to that Act. The Narcotic Drugs and Psychotropic Substances (NDPS) regime applies concurrently under Chapter VII-A of the NDPS Rules, 1985, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs imports outside the medical and scientific-purpose carve-out.

The most common error on this tariff line is assuming the NDPS medical-and-scientific-purpose carve-out satisfies the CIB&RC registration requirement — the two regimes are independent. Even where a valid NDPS import certificate under Rule 53 is in hand, a consignment carrying a substance listed in the Schedule to the Insecticides Act, 1968 still requires separate CIB&RC registration and an import permit, and arrival at a non-designated port triggers a distinct Insecticides Rules, 1971 contravention regardless of NDPS clearance status.
