Beta naphthols, naphthols and their salts
HSN 2907 15 20 (Beta naphthols) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. The Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985 applies as a concurrent overlay, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs imports outside the medical and scientific carve-out.

The most common error on this tariff line is treating the CIB&RC and NDPS regimes as mutually exclusive when both may apply simultaneously to the same consignment. A beta naphthol derivative scheduled under the Insecticides Act, 1968 and simultaneously notified as an NDPS substance requires both a CIB&RC import permit and an NDPS import certificate under Rule 53 — missing either causes out-of-charge to be withheld even where Chapter 29 CBIC qualifiers are correctly filed. Additionally, importers whose consignments exceed the specified quantities of hazardous substances must take out an insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992.
