Alpha naphthols, naphthols and their salts
HSN 2907 15 10 (Alpha naphthols) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) controls under Chapter VII-A of the NDPS Rules, 1985 apply concurrently, and mandatory Chapter 29 additional qualifiers are required in the import declaration under CBIC Circular 23/2023-Cus.

The most common error on this tariff line is assuming that CIB&RC controls and NDPS controls are mutually exclusive tracks. A single consignment may attract both simultaneously — CIB&RC registration if the substance is scheduled under the Insecticides Act, 1968, and an NDPS import certificate under Rule 53 if the declared end-use is medical or scientific. Failure to identify the NDPS overlay at the purchase-order stage, rather than at the bill-of-entry stage, is the point of failure that triggers detention and ground rent accumulation at port.
