HSN 2906 29 30 (Dicofol) is subject to mandatory registration or import permit under the Central Insecticides Board and Registration Committee (CIB&RC) pursuant to Section 9 of the Insecticides Act, 1968. Import is Free under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT) subject to policy condition 7 of Chapter 29, and mandatory Chapter 29 qualifiers in import declarations are required under CBIC Circular 23/2023-Cus.

The most common error on this tariff line is assuming that a registration certificate covering insecticidal use also covers imports of dicofol for non-insecticidal purposes — it does not. A separate import permit from the Registration Committee is required for non-insecticidal end-use, and no import may lawfully originate from a source other than that specified on the certificate or permit; a source mismatch at the bill of entry exposes the consignment to seizure under the Insecticides Act, 1968, irrespective of the certificate's currency.
