Mannitol
Mannitol, acyclic sugar alcohol (pharmaceutical, food grade)
HSN 2905 43 00 (Mannitol) is subject to Food Safety and Standards Authority of India (FSSAI) import licensing under the Food Safety and Standards Act, 2006, where imported as a food ingredient, and to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 conditions and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as additional overlays, with mandatory Chapter 29 qualifiers required in the import declaration under CBIC Circular 23/2023-Cus with effect from 15 October 2023.
- Import Licence from FSSAI
- Registration certificate from CIB&RC
- Chapter 29 qualifiers from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Determine the end-use category of the consignment before filing the bill of entry. Where mannitol is imported as a food ingredient or food additive, obtain a current FSSAI Import Licence (document code 911001) and upload a Specimen Copy of Label (document code 0110FS) in e-Sanchit. Where the substance figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the secretariat of CIB&RC and note that import is restricted to specified places under Rule 45 of the Insecticides Rules, 1971.FSSAI Import Licence — document code 911001; CIB&RC registration — document code 101dc1; Rule 45 of the Insecticides Rules, 1971; ITC (HS) policy condition 2 of Chapter 29
- 2Upload all mandatory documents in e-Sanchit before filing the bill of entry: Certificate of Analysis — Drug (0010dc), Batch Release Certificate (0030dc), Label of Consignment (0110dc), Specimen Copy of Label (0110FS), Registration Certificate — Drugs (101dc1), FSSAI Import Licence (911001), and Import Licence for Drugs (9111dc) as applicable to the consignment category. Customs out-of-charge will not be granted until the proper officer verifies upload of each required document.CBIC e-Sanchit verification requirement — document codes 0010dc, 0030dc, 0110dc, 0110FS, 101dc1, 911001, 9111dc
- 3Include mandatory additional qualifiers in the import declaration for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, mandatory with effect from 15 October 2023. Where mannitol is imported under the NDPS medical or scientific purpose exemption, an import certificate under Rule 53 of the NDPS Rules, 1985 is required; all other NDPS-scheduled imports are governed by Appendix-I of the ITC (HS) Schedule per ITC (HS) policy condition 2 of Chapter 29.CBIC Circular 23/2023-Cus dated 30-09-2023 · Rule 53 of the NDPS Rules, 1985 · ITC (HS) policy condition 2 of Chapter 29
The single most common error on this tariff line is treating mannitol as a single-regime product when it attracts concurrent FSSAI, CIB&RC, and NDPS compliance obligations depending on end-use — each with distinct document codes, port restrictions, and permit requirements. A consignment cleared under FSSAI food-grade licensing but carrying residual insecticide application data in accompanying technical documents may be queried for CIB&RC registration at the port of entry, attracting detention and demurrage. Confirm the applicable regulatory track with your Authorised Indian Representative before shipment.
