Propylene glycol (propane-1,2-diol) industrial and food-grade
HSN 2905 32 00 (Propylene glycol) is subject to concurrent regulation by the Food Safety and Standards Authority of India (FSSAI) under the Food Safety and Standards Act, 2006 and the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 Chapter VII-A conditions apply where the substance meets the NDPS schedule criteria, and CBIC Circular 23/2023-Cus mandatory Chapter 29 qualifiers are required in the import declaration with effect from 15 October 2023.

If importing for food or food-additive use, obtain the FSSAI Import Licence (document code 911001) and upload the Specimen Copy of Label (0110FS) in e-Sanchit. - 2If the substance figures in the Schedule to the Insecticides Act, 1968 — including use as a pesticide carrier or formulation ingredient — obtain registration and an import permit from the secretariat of CIB&RC. Import is restricted to notified places only under Rule 45 of the Insecticides Rules, 1971. - 3Include mandatory Chapter 29 additional qualifiers in the import declaration as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, effective 15 October 2023. The most common error on this tariff line is treating propylene glycol as a single-regime import and clearing it solely under FSSAI or solely under CIB&RC, when in practice the applicable PGA depends entirely on the declared end-use and the substance's current schedule status. A consignment cleared as a food-grade ingredient that is subsequently found to be destined for pesticide formulation — or vice versa — faces detention, re-examination, and potential confiscation under the Insecticides Act, 1968. The Chapter 29 CBIC qualifier requirement applies independently of which PGA regime governs, and omitting the qualifiers from the import declaration is treated as a separate bill-of-entry deficiency regardless of PGA NOC status.
