The most common error on this tariff line is importing a substance that falls within both the NDPS and the Insecticides Act schedules without obtaining dual clearances — treating one PGA's permit as a substitute for the other. Each regime is independent: an NDPS import certificate does not satisfy CIB&RC registration, nor does a CIB&RC permit discharge the NDPS obligation. Additionally, the Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus must be declared at the bill-of-entry stage; missing or deficient qualifiers result in out-of-charge being withheld regardless of PGA status.
