Rhodinol
Rhodinol, acyclic terpene alcohol for fragrance or pesticide use
HSN 2905 22 40 (Rhodinol) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act, with import restricted to notified ports under Rule 45 of the Insecticides Rules, 1971. Where the substance qualifies as a Narcotic Drug or Psychotropic Substance, import is additionally governed by Chapter VII-A of the NDPS Rules, 1985 administered by the Narcotic Drugs and Psychotropic Substances (NDPS) authority. - 1Determine whether Rhodinol figures in the Schedule to the Insecticides Act, 1968 for the specific import. If so, obtain registration and an import permit from the Secretariat of the Central Insecticides Board and Registration Committee before the consignment departs, and route the shipment only through ports notified under Rule 45 of the Insecticides Rules, 1971.Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · ITC (HS) policy condition 2 of Chapter 29
- 2Where the consignment qualifies as an NDPS substance, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 for medical or scientific purposes prior to import. Imports not falling under medical or scientific use are governed by Appendix-I to the ITC (HS) Schedule. Upload mandatory e-Sanchit documents — certificate of analysis (0010dc), batch release certificate (0030dc), label of consignment (0110dc), registration certificate for drugs (101dc1), and import licence for drugs (9111dc) — before out-of-charge.Chapter VII-A of the NDPS Rules, 1985 · Rule 53 of the NDPS Rules, 1985 · ITC (HS) policy condition 2 of Chapter 29
- 3Ensure the import declaration includes the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus. Where the consignment quantity of specified hazardous substances exceeds prescribed thresholds, obtain a Public Liability Insurance policy as required under S.O. 227(E) dated 24-03-1992.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 227(E) dated 24-03-1992
The most common error on this tariff line is failing to assess the dual-regime exposure before shipment: Rhodinol may simultaneously trigger CIB&RC scheduling as a pesticide-related substance and NDPS controls if the specific batch is classified as a psychotropic precursor. An importer who obtains only the CIB&RC permit and ignores the NDPS import-certificate requirement will face consignment detention and potential seizure under the NDPS Act at the port of entry. Confirm the regulatory characterisation of the specific grade and end-use with both the CIB&RC Secretariat and the Central Bureau of Narcotics before placing the purchase order.
