Linalool, acyclic terpene alcohol for fragrance or chemical use
HSN 2905 22 30 (Linalool) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and the Insecticides Rules, 1971, where the substance figures in the Schedule to that Act. The Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985 and the ITC (HS) policy condition 2 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT) apply as concurrent overlays.

- 2Where linalool is imported for medical or scientific purposes under the NDPS regime, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 before filing the bill of entry. The most common error on this tariff line is failing to determine whether the specific linalool formulation or concentration is listed in the Schedule to the Insecticides Act, 1968 before filing the bill of entry — importers who assume the substance is unscheduled and proceed without CIB&RC registration face consignment detention at the designated port and cannot regularise the clearance retrospectively. The port-of-import restriction under Rule 45 of the Insecticides Rules, 1971 is a separate, independent condition: even a validly registered consignment is liable to seizure if it arrives at a non-designated port.
