Geraniol, acyclic terpene alcohol for industrial or fragrance use
HSN 2905 22 20 (Geraniol) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where geraniol figures in the schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Where the substance falls within the Narcotic Drugs and Psychotropic Substances (NDPS) framework, an import certificate under Rule 53 of the NDPS Rules, 1985 is required; imports not for medical or scientific purposes are governed by Appendix-I to the ITC (HS) Schedule under ITC (HS) policy condition 2 to Chapter 29. Mandatory Chapter 29 additional qualifiers under CBIC Circular 23/2023-Cus dated 30-09-2023 apply at the bill-of-entry stage.

The most common error on this tariff line is assuming geraniol's fragrance or flavour use-case exempts it from the Insecticides Act, 1968 schedule. The schedule-applicability determination is product-specific and use-neutral: if the substance is listed, CIB&RC registration and a port-of-import restriction under Rule 45 of the Insecticides Rules, 1971 apply regardless of the declared end-use. An NDPS overlay that is not identified at the purchase-order stage will cause detention at the bill-of-entry stage when the Rule 53 import certificate is absent.
