Citranellol, acyclic terpene alcohol for fragrance or chemical use
HSN 2905 22 10 (Citranellol) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the schedule to that Act, with import restricted to specified ports under Rule 45 of the Insecticides Rules, 1971. Where Citranellol qualifies as a narcotic drug or psychotropic substance, an import certificate under Rule 53 of the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 is additionally required. DGFT policy condition 2 of Chapter 29 and CBIC Circular 23/2023-Cus apply as customs-level overlays.

The most common error on this tariff line is assuming that Citranellol's primary identity as a fragrance or flavour chemical places it outside the schedules of both the Insecticides Act, 1968 and the NDPS Rules, 1985 without confirming this with the relevant authority. A consignment cleared without CIB&RC registration where the substance is in fact scheduled is treated as an unauthorised import of a pesticide and is liable to seizure and penalty under the Insecticides Act, 1968; the burden of establishing non-scheduled status rests with the importer at the bill-of-entry stage.
