    Where IPA is classified as an NDPS substance, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 for medical or scientific purposes (via http://cbn.nic.in), or comply with Appendix I of the ITC (HS) Schedule I for non-medical imports. Ensure compliance with CBIC Circular 23/2023-Cus dated 30-09-2023 by including mandatory additional qualifiers in the import declaration for Chapter 29 commodities, effective 15 October 2023.

    For non-SEZ imports subject to the country-wise QR under DGFT Notification 64/15-20 dated 31-03-2023, obtain a DGFT Registration Certificate and route the consignment exclusively through EDI ports. SEZ units importing IPA are exempt from the country-wise QR provided no domestic tariff area sale of IPA occurs, per DGFT Policy Circular 4/23-24 dated 31-08-2023.
