Methanol (methyl alcohol), acyclic alcohol for industrial use
HSN 2905 11 00 (Methanol) is subject to Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Rule 53 of the NDPS Rules, 1985, for medical and scientific purposes; all other imports are governed by Appendix I to the ITC (HS) Schedule under policy condition 2 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT). Mandatory additional qualifiers in the import declaration are required under CBIC Circular 23/2023-Cus dated 30-09-2023 for all Chapter 29 commodities, effective 15 October 2023.

- 2Furnish the mandatory additional qualifiers in the import declaration as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023. The most common error on this tariff line is assuming that the rescission of the Methanol (Quality Control) Order, 2019 vide S.O. 3379(E) dated 23-07-2025 eliminated all controls on import — the NDPS dual-track regime and the ITC (HS) Appendix I restriction remain fully operative. Importers outside the medical and scientific category must specifically confirm their consignment's eligibility under Appendix I before shipment; a mismatch between end-use declaration and actual use constitutes an NDPS Rules violation in addition to a Customs Act contravention.
