Trichloronitromethane (chloropicrin), nitrated hydrocarbon derivative
HSN 2904 91 00 (Trichloronitromethane / chloropicrin) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971. The most frequently overlooked obligation on this tariff line is the post-import CWC notification: importers who clear the consignment without following up within 30 days of import — notifying all five specified authorities and submitting the bill of entry copy to DGFT — are in breach of the Appendix II condition independently of whether the CIB&RC permit and NDPS certificate are in order. The CWC notification duty is a recurring, consignment-by-consignment obligation and cannot be discharged by a one-time declaration at the time of filing.
