The most common error on this tariff line is assuming that only one of the two primary-regulator tracks — CIB&RC or NDPS — applies and neglecting the other. Whether a consignment triggers CIB&RC registration depends on Schedule-listing verification, which must be completed before purchase-order placement; arriving at a non-notified port with a valid CIB&RC permit is itself a breach of Rule 45 of the Insecticides Rules, 1971 and exposes the consignment to detention and seizure independent of whether the permit is otherwise current.
