Nitro or nitroso hydrocarbon derivatives, organic chemicals residual
HSN 2904 20 90 (nitro or nitroso derivatives of hydrocarbons, residual) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import-permit requirements under the Insecticides Act, 1968, where the product falls within the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Chapter VII-A of the NDPS Rules, 1985 apply concurrently where the substance is scheduled, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs all remaining imports.

The most common error on this tariff line is filing a bill of entry without first confirming which of the two primary regulatory tracks — CIB&RC under the Insecticides Act, 1968, or NDPS under the NDPS Rules, 1985 — governs the specific substance, since many nitro-group derivatives straddle both schedules. A consignment cleared under only one track when both apply is liable to detention and seizure under the un-addressed Act.
