Nitrobenzene, nitro derivatives of hydrocarbons
HSN 2904 20 10 (Nitrobenzene) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and the Insecticides Rules, 1971. Import is restricted to notified places under Rule 45 of the Insecticides Rules, 1971, and the Central Board of Indirect Taxes and Customs (CBIC) mandates Chapter 29 additional qualifiers in import declarations with effect from 15 October 2023.

The most overlooked trap on this tariff line is the dual-permit requirement when nitrobenzene is imported for non-insecticidal industrial use: importers assume the standard CIB&RC registration suffices, but the Rules require a separate import permit from the Registration Committee under the Department of Agriculture and Cooperation for non-insecticidal end-uses. Presenting only the CIB&RC registration without the end-use-specific permit results in consignment detention at the port of import and attracts enforcement under the Insecticides Act, 1968.
