The most common error on this tariff line is treating the CIB&RC permit as the sole clearance and overlooking the dual-regime trap: if the same substance is also scheduled under the NDPS Rules, a separate import certificate under Rule 53 of the NDPS Rules, 1985 is required concurrently, not in substitution. An importer holding only a CIB&RC registration will face detention and seizure at the bill-of-entry stage where the NDPS overlay applies, and rectification after arrival is not available as a standard remedy.
