Mirex, halogenated hydrocarbon insecticide (organochlorine)
HSN 2903 83 00 (Mirex (ISO)) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971, which restricts the ports through which insecticides may be imported. Narcotic Drugs and Psychotropic Substances (NDPS) controls apply concurrently under Chapter VII-A of the NDPS Rules, 1985, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs non-medical and non-scientific imports.

The most frequent error on this tariff line is treating the CIB&RC permit as the sole pre-import clearance and overlooking the parallel NDPS-Rules obligation: even where Mirex is not being imported for narcotic or psychotropic use in the conventional sense, the scheduled-substance overlay under NDPS Rules, 1985 triggers an independent import-certificate requirement under Rule 53 that customs will verify before out-of-charge. A consignment presenting a valid CIB&RC permit but missing the NDPS import certificate will be detained pending compliance, attracting demurrage and ground rent at the designated port.
