HSN 2903 82 00 (Aldrin (ISO), chlordane (ISO)) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) Act controls apply as a concurrent overlay for any scheduled substances, and the tariff line is governed by ITC (HS) policy condition no. 2 to Chapter 29 administered by the Directorate General of Foreign Trade (DGFT). Where aldrin or chlordane is imported for a non-insecticidal purpose, an import permit is still required from the Registration Committee under the Department of Agriculture and Cooperation. The most common error on this tariff line is assuming CIB&RC registration alone satisfies all clearance requirements and overlooking the notified-port restriction under Rule 45 of the Insecticides Rules, 1971. Routing a consignment through an unnotified port renders the import unlawful even where the registration and permit are current, leading to detention and potential confiscation. Importers applying for a non-insecticidal-use permit should note that this does not exempt them from the port restriction or from the CBIC Chapter 29 qualifier obligations.
