HSN 2903 81 00 (HCH including lindane) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and the Insecticides Rules, 1971. Where the substance also qualifies as a narcotic drug or psychotropic substance, an import certificate under Rule 53 of the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 is required concurrently. Directorate General of Foreign Trade (DGFT) policy conditions under Chapter 29 of the ITC (HS) and mandatory Chapter 29 qualifiers per CBIC Circular 23/2023-Cus apply as additional customs-clearance overlays.

The most overlooked trap on this tariff line is the dual-regime liability: a consignment may simultaneously require a CIB&RC import permit under the Insecticides Act, 1968 and an NDPS import certificate under Rule 53 of the NDPS Rules, 1985. Treating these as alternative rather than concurrent obligations leads to out-of-charge refusal at the port even when one clearance is in hand. The NDPS import certificate must be obtained before vessel departure; retrospective application is not accepted.
