The most common error on this tariff line is treating the ITC (HS) Restricted status and the CIB&RC permit as the only hurdles, while overlooking that the NDPS overlay and the PLI insurance obligation operate independently and are triggered by the substance's own characteristics — not by the importer's declared end-use. Note also that chlorotrifluoroethene (CTFE) is specifically Free under DGFT Notification 18/2015-20; importers of CTFE must still satisfy the Chapter 29 declaration-qualifier requirement under CBIC Circular 23/2023-Cus even though the ITC (HS) Restricted bar is lifted.
