The most common error on this tariff line is treating the CIB&RC registration as the only applicable gate and overlooking the NDPS overlay where the substance is listed in Appendix-I of the ITC (HS) Schedule — the two regimes operate independently, and a consignment with a valid CIB&RC permit but no NDPS import certificate will be detained if the NDPS condition is triggered. Separately, the Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus must be populated in the import declaration at filing; the absence of these qualifiers is treated as a bill-of-entry defect that attracts reassessment and potential ground-rent liability while it is rectified.
