Dichloromethane (methylene chloride)
Dichloromethane (methylene chloride) for industrial and chemical use
HSN 2903 12 00 (Dichloromethane, also known as methylene chloride) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 4566:2020 is mandatory under the ISI Mark Scheme with effect from 20 November 2023, by virtue of the Methylene Chloride (Dichloromethane) (Quality Control) Amendment Order, 2023. Narcotic Drugs and Psychotropic Substances controls, Central Insecticides Board and Registration Committee registration, and Public Liability Insurance requirements apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 4566:2020 for methylene chloride (dichloromethane). The single most common error on this tariff line is treating the multi-regulator overlay as a sequential checklist — obtaining BIS CM/L verification last, after NDPS and CIB&RC clearances are already in motion. The BIS QCO is the gateway obligation: a consignment from a manufacturer without a current CM/L licence against IS 4566:2020 is liable to detention and confiscation regardless of the completeness of the NDPS import certificate or insecticide permit. Confirm the supplier's CM/L validity and licensed product scope before any other regulatory step is initiated.
