HSN 2902 90 90 (Other cyclic hydrocarbons) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Insecticides Rules, 1971, where the substance falls within the Schedule to that Act. Where the substance is a narcotic drug or psychotropic substance, the Narcotic Drugs and Psychotropic Substances (NDPS) import certificate regime under Chapter VII-A of the NDPS Rules, 1985 applies concurrently, with DGFT ITC (HS) policy condition 2 of Chapter 29 and mandatory Chapter 29 qualifiers under CBIC Circular 23/2023-Cus as additional clearance requirements.

The most common error on this tariff line is importing a substance that is schedules under the Insecticides Act, 1968 without first confirming the notified port list under Rule 45 of the Insecticides Rules, 1971 — a consignment tendered at an unlisted port is detained regardless of whether the CIB&RC registration and permit are current. The dual-track nature of this CTI also means a substance may simultaneously attract the NDPS import certificate requirement and the CIB&RC permit; both must be in place before departure, as neither clearance substitutes for the other at customs out-of-charge.
