HSN 2902 90 40 (Naphthalene, pure) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where naphthalene figures in the schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition no. 2 of Chapter 29 apply as additional clearance requirements.

Pure naphthalene may simultaneously trigger CIB&RC registration requirements (if scheduled under the Insecticides Act, 1968) and NDPS import-certificate conditions (if the substance appears in the NDPS schedule), requiring separate compliance tracks before the bill of entry is filed. Failure to address both at the pre-import stage results in consignment detention at the restricted import port.
