Styrene, cyclic hydrocarbon solvent
HSN 2902 50 00 (Styrene) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and the Insecticides Rules, 1971 where styrene figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition no. 2 of Chapter 29 apply as additional overlays, with import locations restricted under Rule 45 of the Insecticides Rules, 1971.

- 3Comply with CBIC Circular 23/2023-Cus dated 30-09-2023, which mandates additional qualifiers in the import declaration for Chapter 29 commodities with effect from 15-10-2023. The most common error on this tariff line is assuming that because styrene is primarily an industrial petrochemical solvent, the CIB&RC and NDPS overlays are inapplicable. The Schedule to the Insecticides Act, 1968 must be checked against the specific grade and formulation being imported; a Schedule-listed substance imported without CIB&RC registration and permit is liable to seizure at the notified port, and a missing Chapter 29 CBIC qualifier declaration triggers bill-of-entry rejection at the gate.
