HSN 2902 19 10 (Cyclopropyl acetylene) is subject to the Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Chapter VII-A of the NDPS Rules, 1985 and ITC (HS) policy condition 2 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT) apply as concurrent overlays. The dual-regime trap on this tariff line is underestimating which regulatory track applies: the CIB&RC pesticide path and the NDPS path are independent, and a consignment can attract both simultaneously if the substance meets the respective Schedule or NDPS list criteria. Importers who clear the CIB&RC registration but neglect to assess NDPS scheduling — or vice versa — face consignment detention and potential seizure under the NDPS Act, 1985. Confirm scheduling status under both the Insecticides Act and the NDPS Act before placing the purchase order.
