The most common error on this tariff line is failing to verify, before shipment, whether the specific grade or formulation figures in the Schedule to the Insecticides Act, 1968 — importers assume the CIB&RC regime does not apply because the product is labelled as an industrial chemical rather than a pesticide. A scheduled substance imported without CIB&RC registration and permit, or routed through a non-notified port contrary to Rule 45 of the Insecticides Rules, 1971, is liable to seizure and prosecution regardless of whether an NDPS clearance or Chapter 29 CBIC qualifiers are otherwise in order.
