The most common error on this tariff line is treating butene as a generic industrial hydrocarbon and filing the bill of entry without checking whether the specific isomer or formulation appears in the Schedule to the Insecticides Act, 1968 or on the NDPS-scheduled substances list. Either trigger imposes a separate pre-import clearance — CIB&RC registration and port restriction, or NDPS import certificate — and the absence of either at the bill-of-entry stage results in consignment detention, ground rent accrual, and potential seizure.
