Other inorganic or organic compounds of mercury
HSN 2852 90 00 (other inorganic or organic compounds of mercury) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration or import permit under Section 9 of the Insecticides Act, 1968. Import is restricted to specified places under Rule 45 of the Insecticides Rules, 1971, and mandatory Chapter 28 additional qualifiers in import declarations are required under CBIC Circular 23/2023-Cus dated 30-09-2023.

- 1Obtain CIB&RC registration under Section 9 of the Insecticides Act, 1968 where the mercury compound is imported for insecticidal use, or an import permit from the Registration Committee under the Department of Agriculture and Cooperation where the intended use is non-insecticidal. The most common error on this tariff line is assuming that a non-insecticidal end-use exempts the importer from CIB&RC oversight entirely. It does not — a non-insecticidal import still requires a discrete import permit from the Registration Committee, and that permit specifies both the source country and the supplier; diversion to an unspecified source renders the consignment liable to seizure and prosecution under the Insecticides Act, 1968. The port of import is also restricted under Rule 45 of the Insecticides Rules, 1971, and must be verified before the purchase order is placed.
