Natural uranium, its compounds, alloys and dispersions
HSN 2844 10 00 (Natural uranium and its compounds; alloys, dispersions) is subject to a Restricted-import policy under the ITC (HS) schedule administered by the Directorate General of Foreign Trade (DGFT), and import is permitted only on the basis of a licence from the competent authority under the Atomic Energy Act, 1962 and the Rules made thereunder, as per Policy Condition 1 of Chapter 28. Central Board of Indirect Taxes and Customs (CBIC) mandatory additional qualifiers in import declarations for Chapter 28 commodities apply as a customs-layer overlay with effect from 15 October 2023.
- Import licence from competent authority
- Chapter 28 qualifiers from CBIC
- Certificate of Analysis from issuing authority
- 1Obtain an import licence from the competent authority designated under the Atomic Energy Act, 1962 and the Rules made thereunder before filing the bill of entry. This licence is the operative condition under Policy Condition 1 of Chapter 28 of the ITC (HS) schedule; consignments presented without a current, valid licence are liable to detention and refusal of out-of-charge.ITC (HS) Import Policy, Chapter 28, Policy Condition 1 · Atomic Energy Act, 1962
- 2Ensure mandatory additional qualifiers are included in the import declaration for this Chapter 28 commodity as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, operative from 15 October 2023. Non-compliance with the qualifier requirement is an independent customs-declaration deficiency separate from the Atomic Energy Act licence condition.CBIC Circular 23/2023-Cus dated 30-09-2023, paragraphs 4.1 and 4.2
The most common error on this tariff line is treating the Atomic Energy Act licence as a post-arrival formality rather than a pre-shipment prerequisite. Because the import policy is Restricted, customs out-of-charge cannot be granted until the licence is verified; a consignment arriving without it faces detention, accumulating demurrage and ground rent, and cannot be rectified by post-facto submission. Confirm the competent authority's licence is in hand and uploaded in e-Sanchit before the vessel is dispatched.
