The most common error on this tariff line is filing the bill of entry under a general Chapter 28 procedure without first securing the DGFT import authorisation, on the mistaken assumption that the Restricted status is a post-clearance formality. The Restricted-import status under DGFT Notification 19/2025-26 is a pre-clearance bar; customs will not grant out-of-charge until the authorisation is produced, and ground rent and demurrage accrue from the date of vessel arrival.
