- 3Include mandatory additional qualifiers in the import declaration for Chapter 28 commodities as stipulated in Paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, operative with effect from 15 October 2023. The single most common error on this tariff line is filing the bill of entry with all five e-Sanchit documents uploaded but without first securing the NOC from the Narcotics Commissioner, Gwalior — which is a prerequisite, not a concurrent clearance. PGA-facilitated bills that bypass the NOC-routing pathway are subject to Proper Officer verification of every mandatory document code, and an absent or expired NOC will result in detention of the consignment, with demurrage accruing until the NOC is produced or the consignment is re-exported.
