HSN 2836 60 00 (precipitated barium carbonate) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3205:1984 and IS 12928:1990 is mandatory under the ISI Mark Scheme with effect from 16 December 2020, by virtue of the Precipitated Barium Carbonate (Quality Control) Order, 2020. The single most common error on this tariff line is assuming that one CM/L licence covering IS 3205:1984 automatically satisfies IS 12928:1990, or vice versa. Both standards are separately notified under S.O. 1901(E) and address distinct end-use industry specifications — IS 3205 for technical-grade supply generally and IS 12928 specifically for the ceramic and glass industry — and customs expects the CM/L scope to match the declared grade and end-use. Importers who ship IS 12928-grade material under a licence scoped only to IS 3205 face detention and potential re-export even where the chemical composition of the goods is otherwise identical.
