HSN 2836 20 90 (Disodium carbonate, Other) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with a Minimum Import Price (MIP) of ₹20,108 per metric tonne extended until 31 December 2025. The Central Board of Indirect Taxes and Customs (CBIC) additionally mandates Chapter 28 mandatory additional qualifiers in import declarations with effect from 15 October 2023.

- Chapter 28 qualifiers from CBIC
- Certificate of Analysis from exporter
- 1Ensure the consignment CIF value is at or above ₹20,108 per metric tonne before filing the bill of entry. Import below this MIP threshold is Restricted under the ITC (HS) policy and renders the consignment liable to detention and DGFT-policy enforcement.DGFT Notification 46/2024-25 dated 30-12-2024 · S.O. 5644(E) dated 30-12-2024 · DGFT Notification 23/2025-26 dated 30-06-2025
- 2Include mandatory additional qualifiers in the import declaration for commodities under Chapter 28 as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus. Non-compliance with the qualifier requirement is treated as a declaration deficiency at the bill-of-entry stage.CBIC Circular 23/2023-Cus dated 30-09-2023, effective 15-10-2023
The MIP on this tariff line has been extended by successive DGFT notifications; importers frequently rely on the original notification and miss the extension. Confirm the operative MIP validity window against the latest DGFT notification before each shipment, because a consignment filed against an expired MIP reference is treated as a Restricted-import breach irrespective of actual CIF value. Note also that the Chapter 28 qualifier obligation under CBIC Circular 23/2023-Cus applies at declaration stage and cannot be remedied after out-of-charge.
