Compliance steps
  1. 1
Ensure the consignment CIF value is at or above ₹20,108 per metric tonne before filing the bill of entry. Import below this MIP threshold is Restricted under the ITC (HS) policy and renders the consignment liable to detention and DGFT-policy enforcement.
    DGFT Notification 46/2024-25 dated 30-12-2024 · S.O. 5644(E) dated 30-12-2024 · DGFT Notification 23/2025-26 dated 30-06-2025
  2. 2
Include mandatory additional qualifiers in the import declaration for commodities under Chapter 28 as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus. Non-compliance with the qualifier requirement is treated as a declaration deficiency at the bill-of-entry stage.
    CBIC Circular 23/2023-Cus dated 30-09-2023, effective 15-10-2023
A word of counsel

The MIP on this tariff line has been extended by successive DGFT notifications; importers frequently rely on the original notification and miss the extension. Confirm the operative MIP validity window against the latest DGFT notification before each shipment, because a consignment filed against an expired MIP reference is treated as a Restricted-import breach irrespective of actual CIF value. Note also that the Chapter 28 qualifier obligation under CBIC Circular 23/2023-Cus applies at declaration stage and cannot be remedied after out-of-charge.
