HSN 2834 10 90 (Other nitrites) is subject to Central Board of Indirect Taxes and Customs (CBIC) policy controls, including mandatory Chapter 28 additional qualifiers in import declarations under CBIC Circular 23/2023-Cus dated 30-09-2023. Where the nitrite substance meets the threshold of a specified hazardous substance, Public Liability Insurance Act, 1991 coverage is also required under S.O. 227(E) dated 24-03-1992. Where the substance is classified as a drug, concurrent CDSCO drug-registration and import-licence documentation applies at the bill of entry.

The most common error on this tariff line is treating the drug-documentation set as universally mandatory for all nitrite imports. The CDSCO drug-registration and import-licence documents (101dc1, 9111dc) are triggered only when the nitrite is being imported as a pharmaceutical substance; industrial or reagent-grade nitrites not classified as drugs do not require those documents but still attract the Chapter 28 mandatory qualifiers under CBIC Circular 23/2023-Cus and the Public Liability Insurance overlay when hazardous-substance quantity thresholds are met.
