Aluminium sulphates for insecticidal or industrial use
HSN 2833 22 90 (Other aluminium sulphates) is subject to Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, wherever the substance is imported for insecticidal, fungicidal, herbicidal, or related pesticidal purposes. Imports for non-insecticidal use also require a CIB&RC import permit from the Registration Committee under the Department of Agriculture and Co-operation. Additional customs-level qualifiers under CBIC Circular 23/2023-Cus and a Public Liability Insurance overlay apply as supplementary compliance requirements.

- 1Obtain either a CIB&RC Certificate of Registration (for insecticidal-use imports) or a CIB&RC import permit (for non-insecticidal-use imports) under Section 9 of the Insecticides Act, 1968 before shipment. The certificate or permit specifies the approved source of supply; imports from any source not named on the certificate or permit are prohibited under the Insecticides Act, 1968.Section 9 of the Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circulars 35/2011-Cus dated 09-08-2011 and 07/2014-Cus dated 07-03-2014

- 3Where the import involves specified hazardous substances exceeding notified quantities, take out a Public Liability Insurance policy as required under the Public Liability Insurance Act, 1991. Route the consignment through the restricted ports notified under Rule 45 of the Insecticides Rules, 1971.S.O. 227(E) dated 24-03-1992 · Rule 45 of the Insecticides Rules, 1971
The most common error on this tariff line is assuming that a registration or permit granted for one specified source covers a substituted supplier — the Registration Committee's certificate is source-specific and any change of manufacturing origin requires a fresh CIB&RC approval before the revised source shipment arrives at port. Consignments presenting a valid registration certificate but naming a different supplier than the bill of lading are detained and liable to confiscation under the Insecticides Act, 1968; resolving a source mismatch post-arrival attracts significant demurrage and ground rent.
