HSN 2833 19 90 (Other sulphates) is subject to Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, where the substance is intended for use as an insecticide, fungicide, herbicide, or rodenticide. Import of specified hazardous quantities additionally attracts Public Liability Insurance under S.O. 227(E) dated 24-03-1992, and CBIC customs-declaration qualifiers under Circular 23/2023-CUS apply to all Chapter 28 consignments from 15 October 2023.

The most common error on this residual sulphate line is treating an absence of declared insecticidal end-use as an exemption from all CIB&RC requirements. The Insecticides Act, 1968 requires an import permit from the Registration Committee even where the substance is imported for non-insecticidal purposes — the permit obligation is not limited to registered insecticides. Consignments arriving without either a registration certificate or a non-insecticidal-purpose permit are detained at the notified port, and source-specificity on the existing certificate must be verified before each shipment.
