Sulphides
Inorganic sulphides for insecticidal or chemical use
HSN 2830 90 10 (Sulphides) is subject to Central Insecticides Board and Registration Committee (CIB&RC) mandatory registration or import permit under Section 9 of the Insecticides Act, 1968, covering sulphides intended for use as insecticides, fungicides, herbicides, or rodenticides. Imports for non-insecticidal purposes require a separate import permit from the Registration Committee under the Department of Agriculture and Cooperation. Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 28 chemical qualifiers and Public Liability Insurance obligations apply as additional clearance requirements.

- 1Obtain either a Certificate of Registration or an import permit from the Central Insecticides Board and Registration Committee before shipment. For insecticidal-use imports, registration under Section 9 of the Insecticides Act, 1968 is mandatory; the certificate specifies the approved source of import, and no import from an unlisted source is permitted. For non-insecticidal use, a separate import permit from the Registration Committee is required.Section 9 of the Insecticides Act, 1968 · Insecticides Rules, 1971 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circular 35/2011 dated 09-08-2011 · CBIC Circular 7/2014 dated 07-03-2014
- 2File the bill of entry with the mandatory additional qualifiers for Chapter 28 commodities in the import declaration. These qualifiers are compulsory under CBIC Circular 23/2023-Cus dated 30-09-2023, with effect from 15 October 2023, as stipulated in paragraphs 4.1 and 4.2 of that circular.CBIC Circular 23/2023-Cus dated 30-09-2023, paragraphs 4.1 and 4.2
- 3Where the consignment involves a specified hazardous substance exceeding the prescribed quantity thresholds, obtain a Public Liability Insurance policy under the Public Liability Insurance Act, 1991 before customs out-of-charge. The insurance obligation is triggered by S.O. 227(E) dated 24-03-1992 issued by the Ministry of Environment and Forests.S.O. 227(E) dated 24-03-1992 · Public Liability Insurance Act, 1991
The most common error on this tariff line is importing sulphides for a non-insecticidal industrial purpose without obtaining the separate import permit from the Registration Committee — importers incorrectly assume only the Certificate of Registration for insecticidal use is relevant. The Registration Committee's approval also specifies the permitted source country or supplier; a consignment arriving from an unlisted source is liable to detention and confiscation regardless of whether registration is otherwise current. Confirm source-specific approval before placing the purchase order.
